The Department of Economic Development on Sunday 15th March said simply:
In line with ongoing efforts to safeguard public health, The Department of Economic Development (DED) directs all cinemas, theme parks, amusement game centres, body building and fitness gyms and Spring Camps licensed in Dubai to halt all their activities and services for the public health with immediate effect till the end of March 2020 starting from today Sunday 15th March 2020. These establishments will be subjected to inspections to verify their compliance with this circular.
Later on Sunday, 15th March, Dubai added spas to the list:
The DED directs all establishments licensed to operate massage parlours and spas to suspend these activities effective from today (Sunday 15th March) till the end of March.
On the 16th, Dubai's Tourism Authority announced all bars and lounges would be closed for the remainder of March.
The move follows the ‘temporary suspension’ on the issuance of all entry visas, except for holders of diplomatic passports.
The suspension starts Tuesday, 17th March. Holders of existing visas are exempt from the order.
