This is due to the decision by the UK Government’s England-based Department of Education to aim for a return to grade boundaries that were in effect in 2019, before the Covid 19 pandemic.
Jo Saxton, the Chief Regulator at Ofqual (the Office for Qualifications), said:
"We expect that overall results for 2023 will be much closer to pre-pandemic levels than those of 2022.
This means that results in 2023 will be lower than 2022".
Details released by the Joint Council for Qualifications today have revealed that whilst there has been a 3.4% increase in the number of exam entries compared to 2022 (to 5.9 million), as anticipated, the overall grades awarded have shown a downward direction.
This year, 22% of awards were at Grades 9-7 (A*-A), compared with 26.3% a year ago. The difference in Grades 9-4 (A*-C) is more marked, with a reduction from 73.2% achieving the pass grades in 2022, whilst only 68.7% have done so this year.
I/GCSEs are used as an indicator of how well a student may do at A Level or other post-16 qualification. Some Sixth Form departments will not admit students for particular subjects unless they have achieved a good pass (Grades 7 or 6 – the equivalent to A or B at IGCSE) in that subject. This is particularly true for subjects needed for highly competitive university courses such as Medicine and Chemical Engineering, where top results in English, Maths and Sciences are required.
If students’ grades are mostly 4s or 5s, (Cs at IGCSE) studying A Levels may not be an option at all; and it may be better to consider a vocational option, such as a BTEC Level 3 qualification, instead.
Regardless of the subjects students may wish to study at A Level, the majority of UK university courses require at least a Grade 4 or 5 (C) in English and Maths. If students do not achieve those grades at the first attempt, many schools also offer the option of resits, at least for English and Maths, in November or January each year, and these subjects can be studied alongside A Levels. However, students may need to wait until Summer 2024, if there are more subjects involved.
In any event, students should not let their I/GCSE results deter them from applying to the university courses they want when the time comes – strong A-Level results can outweigh weaker I/GCSE results.
